Michael Black is currently the Director of Community Infrastructure Development for the Division of Environmental Health and Engineering at the Alaska Native Tribal Health Consortium. Michael served as Director of the Department of Rural Utility Management and Director of Program Development for DEHE of ANTHC. In 2007 as Deputy Commissioner for Alaska Department of Commerce, Community and Economic Development. He has worked with rural communities on the issues of economic development, local governance, infrastructure development and financial management as a Local Government Specialist for the Department of Community and Regional Affairs and later as Director of the Division of Community and Regional Affairs.

He has served on numerous committees, boards and task forces dealing with rural issues in his tenure with the State of Alaska; including, Rural Sanitation Task Force, Federal Field Work Group on Alaska Rural Sanitation, Alaska Climate Change Subcabinet-Immediate Action Work Group, Alaska Workforce Investment Board, and the Alaska Rural Action Subcabinet.
